{"id":186,"date":"2017-11-15T18:22:07","date_gmt":"2017-11-15T17:22:07","guid":{"rendered":"http:\/\/osera.fr\/?p=186"},"modified":"2017-11-16T23:38:55","modified_gmt":"2017-11-16T22:38:55","slug":"convention-ter","status":"publish","type":"post","link":"http:\/\/www.osera.fr\/index.php\/2017\/11\/15\/convention-ter\/","title":{"rendered":"Convention TER"},"content":{"rendered":"<h2><strong>MOTION POUR<br \/>\nune convention TER de haut niveau<\/strong><\/h2>\n<p><strong>L\u2019Union R\u00e9gionale des Syndicats employ\u00e9s, cadres et retrait\u00e9s CGT des Organismes Sociaux Rh\u00f4ne Alpes<\/strong> affirme que le projet de convention TER, en l\u2019\u00e9tat, repr\u00e9sente un danger grave et imminent pour les usagers et le service public ferroviaire.<\/p>\n<p>Aujourd\u2019hui d\u00e9j\u00e0, les fermetures de gares et de guichets, l\u2019absence de contr\u00f4leurs \u00e0 bord des trains, la casse organis\u00e9e de l\u2019appareil de production ont ab\u00eem\u00e9 la qualit\u00e9 de service rendu aux usagers et cela a engendr\u00e9 des catastrophes ferroviaires.<\/p>\n<p>Aujourd\u2019hui, le montant annonc\u00e9 par Wauquiez est 543 millions d\u2019euros ? Selon quelles d\u00e9clinaisons et pour quels usages ? Le Conseil R\u00e9gional AURA et la SNCF doivent la transparence aux usagers, d\u2019ailleurs que deviennent les comit\u00e9s de lignes qui \u00e9taient des espaces de participation et de d\u00e9mocratie\u00a0?<\/p>\n<p>En tout \u00e9tat de cause, il va manquer plusieurs dizaines de millions d\u2019euros si ces chiffres sont confirm\u00e9s.<\/p>\n<p>Ce projet de convention TER for\u00e7ant la SNCF \u00e0 abaisser ses co\u00fbts de production aura un impact n\u00e9gatif sur la formation des agents, la s\u00e9curit\u00e9 des circulations tout en entrainant une r\u00e9duction de l\u2019offre ainsi qu\u2019une diminution de la qualit\u00e9 du service d\u00fb aux usagers :<\/p>\n<p>&#8211; Poursuite de la fermeture de gares et de guichets<\/p>\n<p>&#8211; Poursuite de la suppression des contr\u00f4leurs \u00e0 bord des trains<\/p>\n<p>&#8211; Baisse du niveau d\u2019entretien du mat\u00e9riel roulant<\/p>\n<p>&#8211; Baisse du nombre de trains<\/p>\n<p>&#8211; Augmentation de l\u2019ins\u00e9curit\u00e9 \u00e0 bord des trains et dans les gares<\/p>\n<p>Le d\u00e9placement en TER est, aujourd\u2019hui, une n\u00e9cessit\u00e9 pour un grand nombre de salari\u00e9s, de lyc\u00e9ens, d\u2019\u00e9tudiants, pr\u00e9caires ou priv\u00e9s d\u2019emplois, de retrait\u00e9s\u2026 La question du transport ferroviaire public, qui concourt \u00e0 l\u2019am\u00e9nagement du territoire, se trouve aujourd\u2019hui au c\u0153ur d\u2019enjeux essentiels : transition \u00e9cologique, service public, d\u00e9veloppement industriel et \u00e9conomique.<\/p>\n<p>Le chemin de fer est un bien commun de la Nation et l\u2019arch\u00e9type du Service Public \u00e0 la fran\u00e7aise. Son avenir appartient \u00e0 toute la population.
